Benha National University’s Board of Trustees convened under the chairmanship of Prof. Gamal El Saeed, Chair of the Board of Trustees, with the participation of Prof. Eng. Hossam Abdel Fattah, Governor of Qalyubia; Prof. Nasser El Gizawy, President of Benha University; Prof. Soheir Sharawy, Vice Chair of the Board of Trustees; Prof. Tamer Samir, President of Benha National University; and members of the Board.
At the outset of the meeting, the Board extended its congratulations to Eng. Ayman Attia on his appointment as Governor of Alexandria and expressed its appreciation for the support he provided to Benha National University during his tenure as Governor of Qalyubia, a period that witnessed significant developments and achievements that contributed to strengthening the University’s position among Egypt’s national universities.
The Board also congratulated Prof. Eng. Hossam Abdel Fattah on assuming his new role as Governor of Qalyubia, wishing him continued success and reaffirming the commitment of both the University and the governorate to maintaining close cooperation and coordination across areas of mutual interest.
the University’s Shield was presented in recognition of Eng. Ayman Attia’s contributions and continued support to Benha National University during his service as Governor of Qalyubia. The award was received on his behalf by Prof. Eng. Hossam Abdel Fattah.
Prof. Gamal El Saeed affirmed that Benha National University continues to advance through a clear strategic vision aimed at delivering a modern model of higher education supported by advanced technologies and internationally recognized academic standards. He noted that the University remains committed to preparing graduates equipped with the skills and competencies required to compete effectively in the labor market.
He also commended the strong relationship between Benha National University and Benha University, describing it as a distinguished model of cooperation and integration between Egyptian universities. He noted that the partnership is built on the exchange of expertise, resources, and academic and administrative capabilities, contributing to enhanced educational and research quality.
Prof. El Saeed added that the University is preparing to graduate its first cohort next July, a milestone that marks a significant chapter in its development and reflects the considerable efforts invested since its establishment. He further noted that the University has succeeded in earning the confidence of students and their families and has emerged as a distinguished model among national universities established in partnership with public universities.
Prof. Hossam Abdel Fattah expressed his pleasure in participating in the meeting and reaffirmed the governorate’s commitment to supporting the University as one of the promising educational institutions that represents a valuable addition to Egypt’s higher education system. He praised the significant progress achieved across the University’s academic, research, and service sectors.
The Governor further emphasized that the University has established a distinguished standing among higher education institutions through its modern academic programs and ongoing expansion and development projects, which continue to support educational excellence and community engagement.
Prof. Nasser El Gizawy emphasized that national universities represent one of the most significant initiatives launched by the Egyptian state in recent years within the higher education sector. He noted that these institutions support the national objective of providing high-quality university education aligned with international standards while offering advanced academic programs that respond to the needs of local, regional, and international labor markets.
Prof. El Gizawy added that the experience of Benha National University reflects the success of Egypt’s efforts to establish modern universities capable of delivering distinguished educational services while supporting the broader development of the higher education sector and expanding access to advanced learning opportunities.
Prof. Soheir Sharawy stated that the progress achieved by the University across its various sectors reflects the success of its institutional framework and development approach. She highlighted the substantial advancements made in educational infrastructure, academic programs, and student services, all of which align with Egypt’s vision for higher education modernization and sustainable development.
the Board approved the external auditor’s report and financial statements for the first quarter of the 2025/2026 academic year, covering the period from 1 September 2025 to 30 November 2025, as well as the external auditor’s report and financial statements for the second quarter, covering the period from 1 December 2025 to 28 February 2026.
The Board also approved the formation of an independent international review panel comprising distinguished experts in higher education development from the United States, the United Kingdom, France, Germany, China, and Bosnia and Herzegovina. Chaired by Prof. Youssef Gharbawy, former President of South Valley University, the panel will evaluate academic disciplines and programs and assess their alignment with international labor market requirements, supporting the continuous enhancement of educational quality and strengthening graduate competitiveness.
In addition, the Board approved a cooperation protocol for the construction of a new Central Lecture Complex at Benha National University. The project represents one of the University’s strategic educational developments and will support both educational delivery and infrastructure expansion. The facility will include 32 lecture halls and classrooms with a total capacity of nearly 5,000 students, in addition to a modern central library and faculty offices, creating an integrated academic environment that supports the University’s future growth plans.
Prof. Gamal El Saeed emphasized that the project reflects the University’s vision for sustainable expansion and its commitment to accommodating continued growth in student enrollment through educational facilities designed according to contemporary academic and technological standards.
Prof. El Saeed added that the new complex will represent a significant addition to the University’s infrastructure and will substantially increase instructional capacity through the provision of modern lecture halls and classrooms equipped with advanced educational technologies, supporting educational quality and future growth.
During the session, the Board was briefed on presentations delivered by Prof. Tamer Samir regarding the organizational structure of the Center for Research, Development and Innovation in Converging Sciences and Emerging Technologies, the regulations governing scientific excellence awards for administrative staff and employees, the internal regulations of the production workshops, the establishment of an Administrative Quality Office, and the proposed design of the new lecture complex.
Prof. Samir also reviewed plans for launching the University’s research call for the 2026/2027 academic year through the Center for Research, Development and Innovation, aimed at supporting applied research projects and further strengthening the University’s commitment to linking research outcomes with development priorities and labor market needs.
In addition, he presented updates on joint summer school programs with Saint Petersburg University and Beijing University of Technology, alongside opportunities for academic cooperation and expertise exchange with a number of leading international universities. He also highlighted the nomination of Prof. Omar Khaled Nasser to participate in a scientific event in the People’s Republic of China as part of the University’s efforts to support academic talent and strengthen its international engagement.
The Board was further briefed by Prof. Hussein El Maghraby, Vice President for Academic Affairs, on proposed admissions policies and regulations for the 2026/2027 academic year, tuition fees and enrollment capacities across academic programs, and preparations for launching the Anesthesia Technology and Critical Care Program within the Faculty of Applied Health Sciences Technology.
Members also reviewed recommendations received from the Council of National Universities regarding the formation of an executive committee to review and update curricula in light of economic, technological, and digital developments and labor market requirements. Additional items included the outcomes of the third international publishing cycle, the final design of graduation certificates for students expected to graduate during the 2025/2026 academic year, and the approval of the amended internal regulations governing the Bachelor of Medicine program.
The Board also reviewed a report submitted by Prof. Mahmoud Sakal, Vice President for Employment, Innovation and Entrepreneurship, outlining activities and initiatives implemented to support students and graduates, available employment and training opportunities offered in cooperation with the University’s partners, the internal regulations of the Alumni Club, and the “Daaim” temporary employment initiative, which aims to prepare students, enhance their professional skills, and strengthen their early engagement with the labor market.
Prof. Mahmoud Sakr, Advisor to the President for Research and Innovation, presented a report on the activities of the Center for Research, Development and Innovation in Converging Sciences and Emerging Technologies. The report highlighted the Center’s progress in supporting applied research projects and promoting innovation and technology entrepreneurship as a key pillar of the University’s research strategy. The Center continues to support researchers and students in developing innovative projects that address development challenges through practical solutions, while also building research partnerships with academic and industrial institutions in Egypt and abroad, further strengthening the University’s position as a center for innovation and technology transfer.
At the conclusion of the meeting, the Board approved cooperation with El Mohandes Medical Insurance Company to provide healthcare and medical insurance services for University students as part of its commitment to ensuring comprehensive healthcare coverage.
The Board also approved the operation of the University’s central air-conditioning system and the completion of finishing works for the outpatient clinics building located within the Social Housing Services Area in the Fourth District of Obour City. The facility will support the training of students enrolled in medical disciplines while providing advanced educational and training services that further strengthen the University’s academic mission.
